Because I'm sure you're wondering...Fallout 3 is good. It is a Fallout game, and is not a Fallout game all at the same time though. It feels mostly like a fallout game while playing it, however, you don't always have the ability to use whatever skills you want to when you want to. Whereas Fallout would just let you do what you wanted to do, and if it killed you then it was your fault...Fallout 3 prevents you from being able to do it. Like in the first town you get the optional job of using your explosives skill on a nuclear bomb, but you can't even attempt to work on it without an explosives skill of at least 30.
Character creation is done much the same, except it's spread out over the storyline of you getting out of the vault, as opposed to you just setting it all up at the start and then getting out of the vault. I've played about 4 hours of it, and it's fairly well done so far, and the options of what to do on side quests already proves that this game will be a monster if you choose to really enjoy the environment and play it through.
VATS is still the same, however choosing to go without the VATS has its advantages as well. Obviously VATS still lets you target specific body parts for extra damage, but it uses AP. If you don't use VATS and just use FPS shooting style, it doesn't consume AP, but you have to aim on your own and deal less damage. I've found myself using a combination (you have to activate VATS to use it) where I use VATS and blow my AP, then just shoot until it returns.
But to make what could already be a much longer post, come to an end....This is probably going to be a great game, even though it's not quite what we've waited 10 years for. Although, I tried to get myself banned from the first town by doing some evil shit and it didn't work, so that did make me a little sad...
